Based on a search through the mindustry discord, Sh1penfire/pixelcraft is a mod that adds a planet so you might want to look at that? (Pretty sure it's a script here: https://github.com/Sh1penfire/pixelcraft/blob/107bc30dfa8335a4bd6c64dcb031ba2c8587ce0a/scripts/templura.js)

First, json isn’t really a language, it’s more of a data type (a dictionary), so in terms of what you can do with it, programming ai, no. However, you can make new items (materials, ores, walls, turrets, units, factories) based off classes already implemented, and modify their values. One rather popular mod that is an example of this is BlueWolf’s Exotic Mod.

If you create a mod with json/hjson, all you are really doing is creating new objects(blocks of any sort) There is a guide on the wiki, but take a look at Blue Wolf’s Exotic Mod.
