It's a mod named Second Wind, which you can find mod files for here. You can find a guide on how to use these mod files here. The mod is only for Wii U atm, but a Switch version is planned. You can find other Wii U BOTW mods here, and other Switch BOTW mods here. Mods are usually run in an emulator for the Wii U build, but they can be run on the console too. lmk if there's still something you're confused about, and I'll add it here for other people.

The BotW2 arm and tunic is a mod that banan039 released today. The wind effect on the arrows is a mod I made yesterday, using the particle effect from the (mostly) unused Gale Arrows. They get used during the Ganon fight, but are incredibly broken if the player uses them. So, I set regular arrows to use the wind gust effect. Also, the fortress is called Rozudo keep, and it's from Second Wind.

I'm using an Hwfly to run Hekate and launch into Atmosphere (latest version). I have followed the guide Installing Second Wind for Nintendo Switch (https://github.com/Torphedo/BOTW-ModdingGuide/wiki/Installing-Second-Wind-for-Nintendo-Switch) to the letter using a digital copy of BoTW and DLC. I have copied the output from BCML (both 01007EF00011E000 and 01007EF00011F001 folders) into atmosphere/contents/, but the game always hits that error message. I have also tried with a physical cartridge, to the same failed result. However, the vanilla game and DLC start up and play just fine without the mods.

Follow it closely and do it as it says, perfectly, otherwise you may have errors etc. It took me like half an hour to understand what to do, but if you break it down then you are set on

I just followed the instructions really closely from this page https://github.com/Torphedo/BOTW-ModdingGuide/wiki/Second-Wind-Installation-Guide, read it reaaaly closely to avoid doing something wrong, took me a fair bit of time to understand it well. Make sure after you install a mod to remerge it to make it work properly, and update bcml regularly.

you probably need to use bcml. this will merge the mods and make them compatible so you're not overwriting files that they both change.
