Oldest software system in continuous use
There are two real emulators: Hercules (https://github.com/SDL-Hercules-390/hyperion) and IBM's ZD&T (https://www.ibm.com/docs/en/zdt/12.0.0?topic=personal-edition). Unfortunately Hercules can not be generally used to run commercial OS and software, and ZD&T is not licensed to run production workloads.

Preview: IBM z/OS v2.5 [pdf]
>Is it technically possible to run z/OS
Yes but not legal checkout MVS Tur(n)key:
http://wotho.ethz.ch/tk4-/
And run it with the Hercules emulator:
https://github.com/SDL-Hercules-390/hyperion
MVS is near identical to z/OS and the Turnkey Distro has much more compilers and tools..and games already installed.

Any reason to get a mainframe?
No no no, unless you want to spend thousands in finding obscure and long obsolete parts or crazy money on electricity just to achieve the computing power of iPhone 14. If you really want to learn about mainframes just buy a Hercules - https://github.com/hercules-390/hyperion
