No it's not. If u rlly need proof that it is not a scam, look at their GitHub repo (https://github.com/ReplayMod/ReplayMod). It's also open source as well.

Replay Mod

Similar to the Edit menu on a Server (in the Multiplayer Menu), the Edit menu on a Replay should have an option to disable saved resource packs. [GitHub Issue]

RS uses some mid tier loot too, but not quite as much of it. You can get away with just a controller, a grid, some cables, and external storage (that's the name of the dongle you point at a chest or a drawer controller). https://refinedmods.com/refined-storage/ to get started. RS is simpler to use and is a little cheaper in VH than AE2.
