I used Remora Discord and as a beginner to bots it made a fair amount of sense. Discord is active too.

I'm personally using DSharpPlus which is another C# library like Discord.NET, so that may be worth looking into as well. Though I can't comment on whether their command module is any good, as I built my own thing for that.

Which language is the best to code a bot with?
Personally I prefer C# so I'm using DSharpPlus.

I plan to make a bot which can play music... in which language should I make it?
In my own opinion, I'm in love with c# so go with DsharpPlus, Which is a discord bot API for c#. Although I created a bot with node.js too. C# was easier!
