HTTP server in powershell for Sharing files
I use Pode for my little projects. One mocks the api's of a device for testing a module with out having the device exposed to the internet for GitHub actions. Pode also works well under Linux.

How to execute a powershell script from a webpage?
I would highly recommend Pode or Pode.Web. It is amazing and open source! You can secure it and create a login page and auth against AzureAD, AD, OAUTH, etc. To illustrate how cool this is they give an example on the Pode.Web github page to show the top 10 processes running in ~10 lines of powershell code and you have a fully running web app which you can convert into a windows service if you'd like. I highly recommend it!

Is there any simple PowerShell web server available?
As others on here have also pointed out, Pode is a PowerShell web server that lets you setup REST API via routes, or web pages using templates (or Pode.Web).
