Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

Your comment made me curious, so I installed the Perl plugin for IJ <https://plugins.jetbrains.com/plugin/7796-perl> and sure enough, it parsed that str assignment correctly. My hat's off to them!
It also seems <https://github.com/Camelcade/Perl5-IDEA/blob/2023.1.1/plugin...> that one can have line comments in there, too

How to run/debug perl from Vs:code
Maybe you are running into the same problem I found when I evaluated the editor. Its debugger says it can't find Foo.pm or any compiled eval in general, which excludes huge swathes of Perl code already in production. Switch to Camelcade, that one works fine.

Plugins
Intellij SDK code samples and the Platform Explorer provide some useful code samples of how to get started building a plugin. Have you had a look at those? The Github Template is also a great way to start a project as it configures some of the basic stuff for you. I think the actual code in the template is written in Kotlin though and I'm not sure if they provide Java versions of those files, so you may have to do some conversions. That's not ideal but it's doable.
