Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

Is there a way to create a lambda layer from scratch using cloudformation
Here's and example of a template that has layers and it's automatically built and deployed. On that AWS::Serverless::LayerVersion resource, you'll notice that it has BuildMethod: makefile and ContentUri: lib/aws-sdk-js-v3, which points to the relevant Makefile. That SAM template then gets processed as part of a CodeBuild action in a CodePipeline, and the resulting CloudFormation template is deployed by the pipeline.
