Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

It seems that issues with gpg/pcscd on Fedora have occurred in the past (ref), but the problem is likely more general on systems where pcscd is starting separately for one reason of another (ref1 ref2 ref3).

Developing for ACOS3
I personally prefer C# + PCSC sharp if I'm sticking to windows, and WSCT if doing .NET across linux and mac. It doesn't really matter.
