Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

[DEV][Loot Table] Should I override the vanilla loot table?
You could try this on the wiki but it's a bit outdated so here's an example that's more up to date. I'm pretty sure you can add a condition that you need to hold a certain item for the loot table to activate.

HOWEVER, you might get away with more heavy mods by using PolyMc (not to be confused with the launcher of the same name) which allows for vanilla JE clients to join a modded server without instaling the mods; this should in theory allow your console friends to join.

Can you run world gen mods on serverside only?
And if it does add modded blocks you can try using PolyMC as well.
