Russia has started indiscriminately blocking all OpenVPN/WireGuard connections
Some good news amidst this doom and gloom: I just installed AmneziaVPN (https://amnezia.org) on my VPS and it works great so far -- and pretty fast as well.

How do I create a local amnezia server?
Maybe if you have set the port forwarding in your router to your mini and setup docker manually (since the install docker script is only designed for Linux distros) you can enable the mac ssh server then login to initiate the setup. I doubt it will run easily though, seems it's never really meant to run on macOS as the server.
