Has your friend checked out diyhrt.cafe? They list a bunch of somewhat trustworthy pharmacies/stores that ship hormones internationally. I've ordered from one of the Turkey stores, I think it was Shape Shifter. I've heard a lot of good things about OtokonokoPharma as well.
