Dell has a GUI wrapper around USMT, but I think that may be for ProDeploy only. Found one on GitHub though: https://github.com/nickrod518/Migrate-WindowsUserProfile

Use something called a "debloater" - these are Powershell-scripts which disable or even remove all unnecessary crap.

Honestly, I'd just perform a clean installation of the OS on an empty drive, then running something like this to remove all the extra bloat that comes with W10, then see how it goes.
