Is a capacitor required for each rotary encoder that we put? The Lotus58 build guide suggests so, but I haven't seen it mentioned in other places, included the Sofle RGB build guide itself.

It's open source and needs to be built by oneself. You can find everything necessary on tweetys github

Lily58 repo

Lily58 3D printable case and instructions are available on gibhub: https://github.com/joshreve/Lily58. The initial version is for the Lily58 V1 with Mill-Max sockets for hot swap. I am already planning to add a direct solder version (removing the gap created by the sockets). If anyone tries a different Lily58 PCB type let me know if it works or if there are issues. I would love to know what versions it is compatible with. I may also be able to modify the geometry to provide additional versions if you find compatibility issues.
