I use LittleBigMouse from Github. I was able to change how big my 27" 1080p screen was compared to my 25" 1440p monitor. Might work for your scenario.

scaling issue: I have a neo g9(1440p unfortunately) and an lg 4k monitor so the computer sees them at different sizes even though theyre the same height. I have scaling adjusted to where everything looks the same size but when moving the mouse from the bottom of g9 it ends up in the middle of the lg

2 Displays, 2 resolutions, 2 sizes.
I have a setup with a laptop (4k display, 20cm height) and a monitor (2k display, 44cm height). windows detects that the 20cm display is twice the size of the 44cm display because of resolution. I found an app called LittleBigMouse that should fix this, and it does but partially. (see last image/video in imgur for better explanation than what I'm about to say) The mouse doesn't cross the border of the screen when it shouldn't but when it does cross the border where it should it isn't aligned with the screen correctly. I think this may be because of the settings in windows that interfere with LittleBigMouse. If I could get maybe a way to disable the default windows behaviour or a different software that works anyways I would be grateful.

As if not having new features added for 2 years makes it stop working? barrier is perfectly fine on normal linux desktop installs. I actually use synergy 1.x personally which has been "unmaintained" for much, much longer. Except synergy 1.x will compile and run on anything from windows 98 to ubuntu 5 to debian 12. You can't get a waynergy or inputleap to compile on an OS more than 2 years old. And even then, as you say, it's crapshoot if the particular wayland will have libei; many like sway are actively hostile to it and never will: https://github.com/swaywm/wlroots/issues/2378

I haven't experienced any of those. The video game performance hit may be due to vsync, but I don't play games so I haven't noticed.

If I install a distro without a GUI, can I still launch graphical applications (like a Firefox window, for example)?
You can however use tinywl. It is an example Wayland compositor that can't do more than displaying one application.

Wayland harder for DE developers?
A lot of compositors are based no the wlroots lirbary. So they are still sharing the development effort and have a common base, its just in the form of a library rather than a display server.
