Not exactly sure what you're looking for and you should probably just use folders but i found this software which does allow you to add additional task bars. You might also want to look into /r/Rainmeter .

You're also using a 6 year old IDE with a 7 year old compiler. Dev-C++ is currently maintained by Embarcadero, and has had several releases within the past year, adding C++14 and C++17 support to the version that you're using.
