Now to your question, to secure an offline server use a in-game login service to secure the profiles. Whitelist is basically useless in offline mode and while vpn is secure, your friends can easily log-in to your other friend's account and cause havoc. You can run a Velocity proxy along side the server. Which supports varieties of api available for minecraft java such as bukkit/spigot/paper, fabric and more. With your proxy install 2 plugin named LimboAPI and LimboAuth in proxy which will allow you to secure all your friend's account on the server. These plugin also supports something called " premium login". With that those who owns minecraft can login with their official minecraft account and will be more secure. Velocity is known for running with very little resource consumption and you will be able to easily run in an old machine.

if you are running fabric, you will need fabricproxy-lite. if you are running vanilla and you for some reason don't want to switch to fabric, you need to use vanillacord
