I think it will only work on Mac but don’t take my word on that but I have used leet down to downgrade my iPhone 5s to iOS 10 and iPhone 5 to iOS 8.

However, if you’re ok with factory resetting your iPad, you can go to iOS 10 with LeetDown. Note that you sadly need a Mac to use it.

I just use leetdown to downgrade my iPhone 5 to iOS 8.4.1.

You can't downgrade to an unsigned version, but it just happens that iOS 10.3.3 is ota signed for iPhone 5S! You can use LeetDown to downgrade, to run it you need a mac.
