Is this web browser add-on safe? It says GNU general public license 2.0.
Being open source - or using the GPL - has nothing to do with safety; it merely means that you can probably find the source code to review it yourself for safety. The addon page links to the source code repository, which certainly looks like an average open source repository. https://github.com/FirefoxBar/HeaderEditor
issues page doesn't seem to mention anything malicious either. either that or google translate hates me

The Two Generals Problem
Disable Javascript stops this autoscrolling nonsense. I have it off by default but as soon as I notice anything like this I flick the switch and voila!

I made my first project with Rust! It's a URL shortener except only emojis* are allowed.
It works with JS disabled! But there's a bug with NoScript, and other JS toggler extensions. tl;dr they do not copy over the attributes from the tag to the / tag they'll create. So if you want to test it out, you could disable JS manually in your browser (it's more convenient in Chrome than Firefox cause it has a switch per tab, oddly enough).

It also works with JS disabled! Although a NoScript bug, which is also common with other JS toggling extensions, breaks the layout despite it being a "No JS" first website.
