Looks like that permission is silently added in the merged manifest even using plugins that are not related to ads (like this one).

Android plugin woes
I thought I might be writing my plugin incorrectly, but then I found a plugin that someone else had already written, named GodotGetImagePlugin, and when I compile and enable that plugin, I run into the same issue: Engine.has_singleton("GodotGetImage") always returns false.
