I see a mechanical arm behind the spout, are you on Fabric? If you are, there's currently an issue opened on the Fabric Create Github about it.

From the open report it looks like none of the chutes are pulling from belts, looks like I'll just have to wait.

Fixed an incompatibility with Porting Lib used by Fabric ports of mods such as Create or Twilight Forest.
