Arcade buttons + controllwr
You might be able to do this with meleu's Joystick Selection script, available either standalone or as part of RetroPie-Extra. I would try, set the gamepads to always use players 1 and 2, then let the arcade controls remain default/unset. So when the gamepads are connected they'll take priority, and then when they aren't, I think the arcade controls should still work in place.

Trouble installing lr-same_cdi from RetroPie-Extra
I'm running RetroPie 4.8 on a Raspberry Pi 3 B+. I've been trying to install lr-same_cdi from RetroPie-Extra but it seems like it's hanging up in the same place every time. The install seems to go fine for the first several minutes, but it inevitably hangs up while compiling src/emu/devcb.cpp. Eventually it will error out with the standard "could not build" error:

Interesting, I used Exarkuniv’s version from this GitHub. I am on a PiBoy DMG, I don’t know if that makes a difference? Usually any port that works on a standard controller works on it.
