That's not a Kodi issue rather a Android 10+. While they still working on a fix, you can try install Stefanllche version that seems to be working.

Is Elementum working on Kodi 20?
Hmm.. That sound like a specific Android TV (13 now?) issue, maybe try with the boys in the Git, they're pretty cool guys. (Enable debug log, upload it and follow the New issue rules with full spec descriptions).
