I'd recommend you giving a try to Sophia Scrpit and Dism++, unless you further elaborate on your understanding of "system tune up".

Question on updating outdated Windows 10 to most current version
I have a similar issue, where I've got to update a 1709 offline system. I've downloaded the MSU installers and tried installing with Windows Update Standalone Installer (fails with The update is not applicable to your computer, which is incorrect); DISM via (this method](https://superuser.com/a/1665169/857601) (seems to succeed, but never prompts for a reboot and the updates are not installed); also with DISM++, which gets the updates to "Staged" but never to "Installed" status.

Tips for a Win 10 newbie?
Try to get your hands on a Windows 10 Enterprsie Iot LTSC version, which is imo the best win 10 version out there. It's debloated already and has support till 2032 (afaik). Useful tools: O&O shutup 10, simplewall, dism++.

Also if you want to debloat your Windows, the best choice will be https://github.com/farag2/Sophia-Script-for-Windows, the largest PowerShell module for fine-tuning Windows on GitHub. It doesn't break anything in Windows unlike all other scripts.
