I jerry rigged this together to automate farming Ace Tournaments
It's Pokémon Automaion and it's really cool. Because of it I've been able to farm Tera raids for even better rewards. Fairly easy and cheap to setup as well.

What do I use to manipulate RNG in Pokemon SwSh WITHOUT doing raid battles?
I use an arduino with Pokemon Automation but if you have a modded switch like you mentioned sysbot is probably better. Both just input buttons automatically and don't modify the game so they're legal fwiw. There's no RNGing statics like the Regis because of cryptosecure so SR is only way.

And jumper leads to connect the USB serial adapter to the micro controller.

How does auto hosting raids work in scarlet and violet?
I suspect they are using RaidCrwaler https://github.com/LegoFigure11/RaidCrawler to automate the checking of raids until they eventually find one meeting the criteria set, such as the Pokémon being shiny.

Is this a hacked Pokemon?
and that small possibility is with people who use RaidCrawler, which is a tool that allows you to check for all the raids info beforehand without having to check them manually by yourself, obviously this is a bit sketchy since it requires you to have a switch with CFW, but raid crawler itself doesnt modify the game data, just reads it so it doesn't do anything wrong (but many people are agaisnt it and is totally fine)
