This optimization stabilised my FPS, not sure if will help everyone but give it a shot! (Found by going to bf2042.exe properties.)

How to globally disable fullscreen optimizations for all programs
People have made programs to try to manage per-exe compatibility settings, and I was about to roll script to automate it myself when I found a way disable fullscreen optimizations globally in Windows 10.
