How to monitor a 100s of Pis?
I'm using Checkmk for my home LAN. It can perform "still responding to ping" with no agent (which I use to keep my smart bulbs and smart outlets awake.) Installing the agent provides a lot more information including most of what you're looking for. I don't know if it monitors restarts, but I'm pretty sure you could script something to do that. I did for collecting SMART stats on one host and you can see it here https://github.com/HankB/Checkmk-SMART-plugin-4-FreeBSD/blob/main/smart

Very lightweight monitoring of various Ubuntu/Debian Servers?
Have you looked at MQTT last will and testament? https://github.com/HankB/MQTT_will is more along the lines of a DIY solution but is already programmed and has hooks for sending additional information if that's helpful. The bash version did not work well and the C++ version suffers from a bug in the MQTT library but the C variant is "just right."
