It is a customizable and modifiable sandbox, where you can create your own cells and program rules for it. For now, Casual Playground is on early development stage, so many features and improvements are planned to be added. Excellent! Everything's working! You can try this app yourself and enter different values to see how the circuit works. There is also a speed control so you can speed up the evolution a bit since it is kinda slow by default.
