Creating a Hyper Key (i.e., remapping capslock to become an additional modifier key) is a game changer! I use Capslock [1] with Karabiner Elements on macOS.

Use of Karabiner Elements app..
Vonng/Capslock is a good demonstration of just how much you can do with the app. I use it to make caps lock Hyper/Escape and to make h/j/k/l act like Vim arrow keys when I hold down ";"

Can't find F13-24 labels
You can create F13-F24 purely in software with key mapping tools. On Windows, one way is with the PowerToys Keyboard Manager: remap some unimportant keys to F13, F14, etc. Another way is with KMonad (cross platform), and define the keymap with KeyF13, KeyF14, etc.
