I'm not sure of any university public job boards, but yeah the best places are like LinkedIn, and Indeed. There are also many GitHub internship lists out there like this one for Canadian students that you can use.

I would suggest the center of Portugal check out https://www.visiteleiria.pt/ or https://www.coimbraportugaltourism.com/ if you have a car and are willing to live 20 mins outside the city then all your concerns are met.... Ignore all the naysayers here.....no you will not become rich here but will definitely live a good life (clean air, clean water, subsidized medical care, unadulterated food, good weather most of the year, people who leave you alone to do your own thing....) ... Try to get a job in an IT org... check out the list here https://github.com/marmelo/tech-companies-in-portugal aim for getting at least EUR 2000 net per month (a lot of commenters are going to say that is not possible but I know it is possible, as many of my colleagues are making this amount, you just need to negotiate hard). Best of luck, plan a short visit (2-3 weeks) to do some scouting and if you need more help then pm me. We should all at all time endeavor to improve our lives, everyones vision of the perfect life is different but that does not mean we should shoot down others wishes in order to feel better about ourselves.

I dont and i managed, so yes i guess its possible, now i do speak a smattering of the language though. Would recommend http://landing.jobs´. Of course my scenario is different, i have 10 years experience in the IT field and so it was a lot easier for me....as others have said, try linkedIn and this list (its not complete) but its a good starting point, https://github.com/marmelo/tech-companies-in-portugal . I know salaries are less compared to other EU countries but the quality of life is really really good, i would recommend to try, i faced about 4 months of rejections before i got my break so keep calm and keep applying.
