I would suggest the center of Portugal check out https://www.visiteleiria.pt/ or https://www.coimbraportugaltourism.com/ if you have a car and are willing to live 20 mins outside the city then all your concerns are met.... Ignore all the naysayers here.....no you will not become rich here but will definitely live a good life (clean air, clean water, subsidized medical care, unadulterated food, good weather most of the year, people who leave you alone to do your own thing....) ... Try to get a job in an IT org... check out the list here https://github.com/marmelo/tech-companies-in-portugal aim for getting at least EUR 2000 net per month (a lot of commenters are going to say that is not possible but I know it is possible, as many of my colleagues are making this amount, you just need to negotiate hard).
