to add to that, in late 2020 valve changed something with the overwatch system as most cases were by then solved by bots / programs like these which allows you to automatically solve overwatch cases.

If the person then goes and plays comp within a certain amount of time. It will require less reports in comp to send the person to overwatch. Though if you've done Overwatch recently.
