This is why we created Joyride, which lets you script VS Code in user space. Not only that, it gives you a REPL letting you control VS Code and modify your script as they are running. The last commit on the Settings Sync repo was late 2019, so it was probably deprecated around that time.

I don't use the built-in one, I use an extension called Settings Sync.
