Up to date mod packs?
Better Crewlink adds prox chat to anything as long as host is PC (and you have a way to connect to it. I.e. console players will need a phone or PC alongside the console).

Bot or app that offers prox chat with separate dead voice channel?
Better Crewlink does all those things. You do need one person in the lobby who's on PC and using the executable version of Better Crewlink.

Will crew link work with Xbox game pass for pc?
As far as I know Better Crewlink works with all PC (and mobile) versions of the game. This particular problem isn't one I heard of before, you'd have to ask on the Better Crewlink support Discord: https://discord.gg/qDqTzvj4SH
