The Alberta QR codes are a universal standard called SMART Health Cards that can be scanned and verified worldwide by many apps including Apple Camera. They are the best solution and the government has finally done something right!

You can read the source code for the (iOS version of the) Validator App here. If you look at DecodedQRPayload.swift you can see what the app is decoding from the QR code, here's the heart of it:

For worldwide usage, there is a project called The Commons Project where health organizations and governments can apply to have their issuer URL added to. They are adding them here. This will allow third-party scanning apps to get a list of trusted issuers so that they can validate any QR code in the world without having to worry about who to trust.
Most likely, the Alberta verification app they're releasing is going to contain the decryption keys or its going to check that the issuer URL is the Alberta one, as someone could fake the QR code by using their own issuer that returns their own keys to verify the fake QR code. For international verification to work properly, Alberta will need to add their issuer URL to the commons project, which many apps use to check that an issuer is a real authority and not just some random untrusted source.

England vaccine passport plans ditched
Verification apps should check the issuer. But you can issue and sign your own vaccine codes trivially.
Some apps will go a step further to check that the issuer is “trusted.” For example, there is a list of some issuers considered trusted here:

The most popular reader app I know of will mark issuers that are not on this list as “Partially-verified.”
I’m not going to get too deep into this because it’s clear that HN is, for some reason, very antagonistic toward any discussion on the matter unless some correct permutation of words is used. Nonetheless, I’ve researched this quite a bit. Anyone can make and issue their own SMART Health Card.
