Are there any mods for Vic 2 that only add more decisions without changing anything else?

First you could try using the 4gb patch on your “Victoria2.exe” that can help a lot with instability. If you’ve already done that, or those are still crashing too much, try out HPMP, it’s my mod and in my 100+ hours of test games I had zero crashes. HPM, and by extension HPMP is a lot like vanilla with some extra decisions/systems. Blood and Iron is also pretty lightweight as far as mods go and should also be pretty stable I think.
