Are there any mods for Vic 2 that only add more decisions without changing anything else?
First you could try using the 4gb patch on your “Victoria2.exe” that can help a lot with instability. If you’ve already done that, or those are still crashing too much, try out HPMP, it’s my mod and in my 100+ hours of test games I had zero crashes. HPM, and by extension HPMP is a lot like vanilla with some extra decisions/systems. Blood and Iron is also pretty lightweight as far as mods go and should also be pretty stable I think.

Have you got one that doesn't work? You can download it from GitHub for the very latest version which has lots of work in progress stuff, or from the forum (which has a link to the latest full release).
