Lot of good comments here, but no one mentioned a MS attempt to create IaC too of Azure, called AzOps.

Is there a way to see the difference between two arm templates?
Maybe https://github.com/Azure/AzOps to export for both companies and use PowerShell or something to iterate through both locations and write diffs to files. Then it would be a matter of going through each diff file

We had the same problem (but with professors), so I built this. Basically, it annoys users to acknowledge that a reboot is needed and to agree to a reboot deadline.
