Set custom lock screen image and allow users to change it
It's been a while since I've used this and don't know if it still works, but I used the autopilot branding script to set the background and lockscreen.

What are you doing to remove bloat?
It was written for Autopilot but works great for OSD as well. https://github.com/mtniehaus/AutopilotBranding

Set a specific Windows Theme
I would use the Auto Pilot branding script here. https://github.com/mtniehaus/AutopilotBranding it will work outside of Auto Pilot.
- Anyone successfully deploy and set default extensions for 7zip?

Background Images
If you want to upload a wallpaper to your users but allow them to be able to change it if they would like you could try using this PS Script and deploying it like we have https://github.com/mtniehaus/AutopilotBranding ?
- Looking for some advice on Autopilot. I want to be able to do a “fresh start” out the box so all the 3rd party apps are deleted. We have many different versions of laptops some Dell and some HP all with their own 3rd party apps like McAfee.

First opinion on autopilot: it is not very...auto?
For Time Zone, I believe there are some community scripts that leverage the Location Services to help set the time zone automatically. Take a look at this github repo from Michael Niehaus, the former Project Manager of Intune at Microsoft.

Autopilot ESP - SYSTEM ACCOUNT Reg load not working.
I use this: GitHub - mtniehaus/AutopilotBranding

Autopilot - Hybrid AAD - Account setup issue (ESP on/off?)
I had the same thing and Microsoft support told me not to mix win32 apps with line of business apps. In my case I was using the autopilot branding script (https://github.com/mtniehaus/AutopilotBranding) which is a win32 app and the other apps like office are line of business. Basically during the install these different apps interfere with each other. Last time I worked on this was 3-4 months ago so maybe things changed.

This is how I do it, hope you find it useful. Package the generic installer and uninstall scripts into a win32 file using Microsoft Win32 Content Prep Tool: https://github.com/Microsoft/Microsoft-Win32-Content-Prep-Tool

Adobe Reader EULA
Lastly, I then bundled all of these files using the Microsoft Win32 Content Prep Tool to deploy the app via Intune. The install command in Intune is just '.\setup.exe'.
