In my probably-not-so-informed knowledge, the big difference here is display servers. Android doesn't actually use X or Wayland like desktop Linux does, so you can't run desktop Linux apps on a phone without an app like Xserver XSDL. If you want to use your fold4 as a desktop/laptop you can use https://andronix.app/ to install a linux distro on the phone. Basically it will install a linux distro into Termux and you can then "login" into it via VNC. I installed WebStorm on it and synched all plugins and settings on it and it runs like a charm also with big projects. If you decide to use a linux distro on the phone and want to install some other software, get the aarch64 / arm7 versions.

Not strictly a VM, but, for example: https://andronix.app/ I don't have a need to run a VM otherwise, so I'm not well versed on it. Plenty of emulation options. Android 13 made it possible to run KVM but it seems it's limited to Tensor chips in Pixels.
