Scrollbars Are Becoming a Problem
The only solution I've found for addressing this in any meaningful way is AltSnap[0], which lets me avoid needing to find window borders for any resizing or moving operations.

Can't use ALT+right mouse button in Remmina to resize windows
I run Sway and use Remmina to remote to my Windows 10 machine at work. On my Windows 10 PC I have AltSnap installed so I can use ALT+left mouse to move the windows and ALT+right mouse to resize them.

How to make windows' borders 'magnetic' such they snap to each other?
Pretty much only possible with 3rd party tools. https://windhawk.net/mods/slick-window-arrangement https://github.com/RamonUnch/AltSnap

I cant believe Microsoft hasn't improved these fundamental features over the last 5 years! Search/explorer still the same! (or worse)
For resizing you can try AltSnap (available through Scoop as well) - it mimics what's available by default in Gnome and some other DEs on GNU/Linux and it's pretty useful once you get used to it - you basically hold down a key while left/right clicking the mouse to move/resize a window that you point over (and all the precision you need is to point at one of the four quarters of the window).

removing the border on a window
I know that AltSnap has a feature to make a window borderless, Hold ALT and middle click and click toggle borderless.
- AltSnap : move and resize windows by using the Alt key and so much more

New Renderers for GTK
Not really. qBittorent is built on Qt (thus the prefix), and has a hand-rolled webui in pure html + css + js (with a couple of helper libraries, but no heavy frameworks):

Now if curious about installing errors and other installer related issues, then here's a small collection: https://www.reddit.com/r/qBittorrent/s/cwCUg9JHLj https://github.com/qbittorrent/qBittorrent/discussions/17581 https://github.com/qbittorrent/qBittorrent/issues/17605 https://github.com/qbittorrent/qBittorrent/issues/18340 https://github.com/qbittorrent/qBittorrent/issues/19980 https://github.com/qbittorrent/qBittorrent/issues/18636 https://github.com/qbittorrent/qBittorrent/issues/19226 https://github.com/qbittorrent/qBittorrent/issues/19991 https://github.com/qbittorrent/qBittorrent/issues/19978 https://github.com/qbittorrent/qBittorrent/issues/19977

Programs that still support windows 7
Torrenting clients - qBittorrent still supports Win7 if you select the qt5 variant. For people that do not know what qBittorrent is - it is uTorrent, just without bloatware, ads, malware and such. It's open-source. UPDATE: it dropped Win7 support in October. ;_; (quick, somebody make a fork! https://github.com/qbittorrent/qBittorrent/ ) - here's the last downloadable Win7 version - https://www.fosshub.com/qBittorrent-old.html?dwl=qbittorrent_4.5.5_lt20_qt5_x64_setup.exe (but hey, I'm still downloading torrents fine in under WinXP 32-bit via the ancient uTorrent 2.2.1, so this version of qBittorrent might last for 10+ years for Win7...)
