Have you tried using a custom driver? You can get custom drivers from here https://github.com/K11MCH1/AdrenoToolsDrivers/releases/ . You can try turnip r12 or any other drivers.

Mini Motorways works for me at ~30 fps on Poco F5 12 GB. SoC: Snapdragon 7+ Gen 2 with Mesa Turnip Adreno v24 rev 12 driver. You can find drivers here: https://github.com/K11MCH1/AdrenoToolsDrivers/releases

Idk about any settings you can change to get better performance (I haven't used Dolphin for a bit, but there's support for a thing called Mesa Turnip drivers that SHOULD help greatly), but from my experience, using an s22 Ultra as well, you WILL need to remove one of those three things you have set (leaning most towards the 60fps patch, because that's the thing that causes most performance issues for people. If there's a game that runs at 60fps, there's usually a cheat/patch to bring it down to 30)

I'm using the driver found on the K11MCH1 AdrenoToolsDrivers github repo, the main place to get them. Another user in another thread found a fork of the latest Freedreno driver by MrPurple666. That other user claimed this version has better performance for some games on their S23. In my experience on my S22U however, I get the same performance except most games crash after a few minutes, so I'll stick with the main version.
