I do have a question if you don't mind answering, I'm almost done with Scott Duffy's UDEMY course for the 104 and haven't been able to follow some of the GitHub labs due to missing the JSON file templates. https://github.com/MicrosoftLearning/AZ-104-MicrosoftAzureAdministrator/blob/master/Instructions/Labs/LAB_06-Implement_Network_Traffic_Management.md

AZ-104 and locks(read/delete)
This Microsoft doc on moving resourcesshould help. I know a lot of the studying gets hard to understand sometimes and get a grasp on, it took me 7 months of studying having 0 IT experience before I felt ready to take and pass the exam. My best recommendation that helped me really grasp the concepts of the teaching was getting hands on with everything. If you haven’t done so already, create a free azure account, and start playing with what you’re studying. Check out the Az104 GitHub labs and start running through those.

Question as a College student about ceritifcations
The earlier you'll start with practice, then the earlier you'll get a real-world experience. During preparation to AZ-900 I'd recommend to go through hands-on labs and validate knowledge.
