On Windows, it depends on whether you're using the iTunes app or the newer (beta) Apple Music app (I haven't tested either one of these though, but they look promising)

You can now scrobble from the Apple Music for Windows app!
Thanks to our very own /u/PKBeam64 and Github user @spedinfargo, you can now scrobble to Last.fm from Apple Music for Windows using this little app.!
