The most popular ft-plugin is vim-lua-ftplugin, although maybe it does too much. If you only need completion for the standard library and reserved keywords, I think it wouldn't be too difficult to simply use its data (https://github.com/xolox/vim-lua-ftplugin/blob/bcbf914046684f19955f24664c1659b330fcb241/autoload/xolox/lua_data.vim) in your own custom omnifunc (:h complete-functions).
