Coding free plugins for you
On my server, I implemented very similar functionality a while ago (and I also made it go the opposite way, top of the world to bottom of the world!) It doesn't teleport you between the overworld/end, but with a bit of tinkering you can have that functionality in no time. The plugin powering this behavior is open-source, so you can see the code here: https://github.com/thefloatingcity/FloatyPlugin/blob/master/src/main/java/xyz/tehbrian/floatyplugin/transportation/VoidLoopTask.java. The classes prefixed VoidLoop in the transportation package is what you'll want to be looking at.
