Detecting overflow?
If you can see this by inspecting the tags, you can write an embedded python block to solve this. That way you should be able to adjust some global variables. Long ago, in the GRC3.7 time, I made a simple flowgraph to modify tags. This was done so the file meta sink gets the right tags after a squelch hits. Maybe it can be useful for you: https://github.com/SDRWaveRunner/squelch-to-burst

how to do signal power detection then save the original IQ signal in GNUradio?
I made a small project for this back in the gnuradio 3.7 time with exactly this goal: https://github.com/SDRWaveRunner/squelch-to-burst

Record IQ data only if signal is there (to look at burst signal)
This is very easy to do in gnuradio by using a squelch in front of your file sink. I wrote an addition for this in my project "squelch-to-burst", with gnuradio example: https://github.com/SDRWaveRunner/squelch-to-burst
