The identity verification should be implemented with Self-Sovereign Identity tools. The W3C already has defined standards of decentralized Identifiers (DIDs) that can be rooted on-chain and Verifiable Credentials (VCs) for attesting identity characteristics (and other things). To perform a verification, the issuer of the VC has to have its DID publicly available so that verifiers can look up the public key without having to be in contact with the issuer. So most of the interactions is performed off-chain. On Ethereum there is uPort doing this and they already have an DID Registry running.
