Zil Tokenomics question
Zilliqa does have a token burning mechanism but not a traditional burn where it takes the tokens out of circulation. Instead it directs transaction fees to the mining reward pool instead of miners directly. I believe this was the original proposal: https://github.com/Zilliqa/ZIP/blob/master/zips/zip-9.md

Are Fees increased?
This is the proposal that was passed: https://github.com/Zilliqa/ZIP/blob/master/zips/zip-18.md

They did modify the actual reward itself.

Is Zil deflationary?
ZIP-9 demonstrates what inflation looks like under various transaction loads. Somewhere just under 60% of the blocks being filled does inflation go negative (and thus deflationary). There are some changes in the most recent ZIL update, in ZIP-18 that tweak the value of ZIL rewarded during each epoch and increasing blocktime, but the intent was to keep the same inflationary structure as before. One of the changes in ZIP-18 was to increase the fee amount required to send ZIL, from 0.002 to 0.1 ZIL. This increase in fees will increase the amount of ZIL burned and help curb inflation in the process.

The network has burnt over USD 410k in the last 20 days and it is still climbing up 🔥📈
If you're actually curious, check out ZIP-11 which helps to answer your question. There's also some good info in ZIP-9 which shows what the inflation looks like depending on how many transactions appear in each block.

Is it true zil inflation rate is 27 percent Apr?
This ZIP-9 Proposal shows how the number of transactions included in each block, or lack thereof, changes the variable rate of inflation for ZIL, demonstrating that it can even go negative.

And for the ZIP proposals, as far as I know, everyone can submit a ZIP. Again no minimum ZIL required: https://github.com/Zilliqa/ZIP/blob/master/zips/zip-0.md
