Why is remote desktop slow when host monitor is off unless HDMI cable is used?

Are there any fork or custom builds of Moonlight for Windows or Linux that allows Custom Zoom Level?
Use this to create a second virtual monitor, same resolution as your steam deck, then either physically turn off your main monitor or setup moonlight to stream from the virtual monitor.
